DISCUSSION
City Council action is requested to amend Contract No. 36235 with All American Asphalt to continue construction work on the Market Street Pedestrian and Streetscape Project (Project). The Project will implement a series of pedestrian and streetscape improvements along the 2.2-mile length of Market Street, from the Los Angeles River to 800 feet east of Cherry Avenue.

On April 5, 2022, the City Council awarded a contract to All American Asphalt for the construction of the Project under Plans and Specifications R-7177 in the amount of $7,394,311, with a 12.5 percent contingency in the amount of $924,289, for a total contract amount not to exceed $8,318,600.

During the design development, the scope was intended to provide upgrades to major American Disability Act (ADA) deficiencies along the corridor. However, prior to the start of construction, it was observed that a substantial number of additional existing improvements did not meet ADA requirements. The City of Long Beach (City), therefore, decided to upgrade all existing improvements in the corridor for ADA compliance and increased public safety.

To complete all improvements, an extensive design revision was required which realigns curb and gutter on both sides of Market Street along most of the corridor to facilitate a major change in scope with increasing amounts of replacement of sidewalks, curb, and gutters, driveways, handicap ramps, bus pads, striping and signage, streetlights, as well as storm drain modifications and fire hydrant relocations.
