TITLE

Recommendation to adopt Specifications No. RFP PW22-033 and award a contract to Kleinfelder, Inc., of San Diego, CA, for Professional Engineering Services for the 2nd Street Bridge over the Marine Stadium Rehabilitation Project, in an amount not to exceed $550,191, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (District 3)

 

DISCUSSION

City Council approval is requested to enter into a contract with Kleinfelder, Inc., to provide environmental and engineering design services for the 2nd Street Bridge over Marine Stadium Rehabilitation Project (Project) (Attachment A).

 

The Los Angeles County Department of Public Works (County) is the designated bridge inspector for Los Angeles County, including bridges located in the City of Long Beach (City). The City, working with the County, identified necessary structural improvements for the 2nd Street Bridge (Bridge) over Marine Stadium. In May 2017, staff submitted a request for Federal Highway Bridge Program (HBP) funding, and was subsequently awarded a grant to design a replacement concrete deck, bridge barrier, and light posts. The Project will maintain a critical passageway across Alamitos Bay into the Naples Island and Belmont Shore areas from the Marina Pacifica area originally built in 1955.

 

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on April 20, 2022, and 839 potential proposers specializing in bridge engineering were notified of the RFP opportunity. Of those proposers, 55 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, and women-owned business groups. There were three proposals received on June 1, 2022. Of those three proposers, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and one was a Long Beach vendor (Local). The selection committee determined that Kleinfelder Inc., of Diamond Bar (not an MBE, WBE, SBE, or Local), was the most qualified firm to provide the services.

 

The proposals were evaluated based on the criteria outlined in the RFP, which included a technical evaluation of the proposals. The selection committee, comprised of Engineering staff from Public Works, unanimously determined that Kleinfelder, Inc., best satisfied all of the RFP requirements. Kleinfelder has extensive bridge project experience, including many projects with municipalities/public agencies.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download RFP specifications. Through outreach, 38 Long Beach vendors were notified to submit proposals, of which five downloaded and one submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on December 28, 2022, Purchasing Agent Michelle Wilson on December 21, 2022, and by Budget Management Officer Nader Kaamoush on December 30, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PW22-033 and award a contract concurrently is requested on January 17, 2023, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $550,191. The estimated cost for the design phase is $630,000, inclusive of the requested contract, and is supported by $531,180 from Federal Highway Bridge Program (HBP) grant funds, and $98,820 of Measure A which are currently appropriated in the Capital Projects Fund Group in the Public Works Department.  The total cost of constructing the project is unknown at this time.  Public Works Department will return to the City Council for additional appropriation once the total cost of the project has been determined and funds have been identified.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. There is no local job impact associated with this recommendation.
