TITLE

DISCUSSION
For approximately 35 years, the City of Long Beach (City) has been a host agency for the County of Los Angeles Title V Senior Community Services Employment Program (Title V-SCSEP). Title V-SCSEP is designed to provide and promote useful part-time training opportunities for adults over the age of 55 years who have a family income that does not exceed 125 percent of the federal poverty level, are unemployed, and reside in the County of Los Angeles (County). The goal of the program is to transition Title V-SCSEP participants (Participants) to permanent job placements.

The County provides Participants a variety of supportive services, such as personal and job-related counseling, job training, job referral, case management, and social services referrals. Participants are placed in companies to train 15 to 20 hours per week and are paid the minimum wage hourly rate. Training goals are designed to assist Participants with upgrading skills and securing permanent employment. Under Title V-SCSEP, the County will place Participants at Parks, Recreation and Marine Department (Department) facilities, pay wages, and provide insurance at no cost to the Department.

The existing Title V-SCSEP agreement has expired. The Department would like to enter into a new Host Agency Agreement with UAW Labor Employment and Training Corporation (UAW-LETC).
