TITLE

Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments, including term extensions, with the State of California, Department of Boating and Waterways, to receive and expend a Boating Safety and Enforcement Equipment Grant for the purchase of equipment; and

 

Increase appropriations in the General Fund Group in the Fire Department by $30,000 offset by grant revenue.  (Districts 2,3)

 

DISCUSSION

The State of California, Department of Boating and Waterways (DBW) Boating Safety and Enforcement Equipment Grant Program provides resources to purchase equipment for boating safety programs.  The grant requires that all equipment purchased is for the sole use of the boating safety unit, in this case, the Long Beach Fire Department’s Marine Safety Division.  Since 1999, the City of Long Beach (City) has been awarded grants from DBW totaling over $400,000.  These funds have been used for a variety of items, including dive equipment and replacement engines for rescue boats.  With this current grant award of $30,000, the Marine Safety Division will purchase a personal watercraft to aid in their mission of on-the-water safety and enforcement within the city.

 

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on December 13, 2022 and by Budget Analysis Officer Greg Sorensen on December 14, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on January 10, 2023, to receive and expend grant funding expeditiously.

 

FISCAL IMPACT

The City will receive grant funding in the amount of $30,000 for the Department of Boating and Waterways Boating Safety and Enforcement Equipment Grant Program.  No match or in-kind service mandate is required. An appropriation request in the amount of $30,000 is requested in the Tidelands Fund Group in the Fire Department, offset by grant revenue.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorities.  There is no local job impact associated with this recommendation.
