TITLE
Recommendation to authorize City Manager, or designee, to approve a fee waiver for the California Army National Guard, in an amount not to exceed $345, for use of Marine Stadium Park during the 224th Sustainment Brigade Best Warrior Competition on October 15, 2022. (District 3)

DISCUSSION
The 224th Sustainment Brigade is a brigade of the California Army National Guard, which is headquartered in the armory located at 2200 Redondo Avenue in Long Beach. Since March 2020, the majority of 1,800 soldiers assigned to this brigade have been actively engaged in Long Beach and throughout Los Angeles County assisting in food banks, nursing facilities, COVID-19 testing and vaccination facilities, and other similar mission assignments.

This year, the Best Warrior Competition will be held on October 15, 2022, at Marine Stadium Park (Attachment). It is an annual competition that brings together competitors amongst the 1,800 soldiers to vie for the title of “Best Warrior.” The winner will compete at the State, regional and national levels. The competition is comprised of multiple events which test the soldiers’ military knowledge, army task proficiency, physical endurance, and character. The event will be open to the public and run from 9 am to 4 pm. The event’s benefits outweigh the minimal revenue loss resulting from the waived fee and is consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents.

TIMING CONSIDERATIONS
City Council action is requested on October 11, 2022, to reserve Marine Stadium Park for the event.

FISCAL IMPACT
The value of the fee waiver will not exceed $345. Additional revenue specifically related to facility use for this event is not anticipated as part of the current budget. T...
