TITLE

DISCUSSION
City Council approval is requested to enter into a Memorandum of Understanding with the City of Culver City to provide the Long Beach Fire Department with nine automated chest compression devices. The devices provide hands-free high-quality chest compressions when providing treatment to patients in cardiac arrest. Use of the device frees up a member of the first responder team to address other critical patient care needs such as airway management, cardiac monitoring, and cardiac drug administration. The device has also been clinically proven to produce more favorable patient outcomes.

In July of 2021, on behalf of six area fire departments including Long Beach, Burbank, Pasadena, Santa Monica, Montebello and Monrovia, the Culver City Fire Department presented a proposal to the Los Angeles County Measure B Advisory Board to fund the purchase of up to thirty-nine automated chest compression devices using unallocated Measure B funds. Twenty-six devices were approved for purchase. The Long Beach Fire Department was allocated nine of those devices.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on September 20, 2022 and by Budget Analysis Officer Greg Sorensen on September 22, 2022.

TIMING CONSIDERATIONS
City Council action is requested on October 11, 2022, to ensure that the required training can be completed in time to utilize these devices in the field by December 1, 2022.

FISCAL IMPACT
Estimated costs for maintenance and supplies for the automated chest compression devices are minimal and not expected to exceed $1,000 annually. Sufficient funds for maintenance and supplies is budget in the General Fund Group in the F...
