DISCUSSION

City Council approval is requested to enter into contracts with five professional land surveying firms for the delivery of preliminary design surveys, construction staking, control surveys, global positioning surveys (GPS), levels, and subdivision map-checking services, on an as-needed basis for various City of Long Beach (City) Departments, including Public Works, Development Services, Long Beach Airport, Long Beach Energy Resources, and Parks, Recreation and Marine.  The City has historically used outside professional firms on an as-needed basis to provide these services.  As existing as-needed contracts related to these specialized professional services will expire shortly, a Request for Qualifications (RFQ) process was conducted to secure as-needed surveying services.

 

The Request for Qualifications (RFQ) was advertised in the Long Beach Press-Telegram on March 1, 2022, and 181 potential proposers specializing in surveying services were notified of the RFQ opportunity.  Of those proposers, 16 downloaded the RFQ via the City’s former electronic bid system (PlanetBids, now Long Beach Buys).  The RFQ document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  An RFQ Announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned and women-owned business groups. There were 10 Statements of Qualifications (SOQs) received by April 21, 2022.  Of those proposers, one was a Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBE), one was a certified Small business Enterprises(SBEs), and one was a Long Beach vendor (Local).  The selection committee determined that: BKF Engineers, of Newport Beach, CA (not an SBE, MBE, WBE, DBE, or Local), D. Woolley & Associates, Inc., of Tustin, CA, an SBE (not an MBE, WBE, DBE, or Local), Johnson-Frank & Associates, Inc., of Anaheim, CA, an SBE (not an MBE, WBE, DBE, or Local), Michael Baker International, Inc., of Santa Ana, CA, (not an MBE, WBE, DBE, or Local),  and Psomas, of Los Angeles, CA (not an SBE, MBE, WBE, DBE, or Local) were the most qualified firms to provide the services.

 

The selected firms have included and have committed to using small, local or disadvantaged firms, as sub-consultants, on their teams as appropriate, based on the work assigned to them by the City under these contracts.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts.  The Purchasing Division also assisted businesses with registering on the former PlanetBids database to download the RFQ specifications.  Through outreach, eight Long Beach vendors were notified to submit SOQs, of which one downloaded and one submitted an SOQ.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on September 7, 2022, Purchasing Agent Michelle Wilson on August 24, 2022, and by Budget Management Officer Nader Kaamoush on September 13, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ PW22-012 and award contracts concurrently is requested on October 4, 2022, to ensure that the contracts are in place expeditiously.

 

FISCAL IMPACT

The total aggregate contract authority will not exceed $10,000,000 for a period of three years, with the option to renew for two additional one-year periods. The requested contract authority was calculated based on historical, current, anticipated, and possible future projects within various City departments, including Public Works, Development Services, Airport, Energy Resources, and Parks, Recreation and Marine. Any work not currently budgeted will only be processed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The number of additional local jobs associated with this recommendation is unknown until as-needed services occur.
