TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents, including any necessary subsequent amendments, with the State of California Office of Traffic Safety, to receive and expend the 2023 Selective Traffic Enforcement Program grant, in the amount of $430,000, for the period of October 1, 2022 to September 30, 2023; and
Increase appropriations in the General Grants Fund Group in the Police Department by $430,000, offset by grant revenue. (Citywide)
DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding for the fourteenth consecutive year for the Selective Traffic Enforcement Program (STEP) grant from the State of California Office of Traffic Safety (OTS) in the amount of $430,000, for the grant period of October 1, 2022 to September 30, 2023.
The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors. Enforcement strategies will continue to be conducted on an overtime basis. Strategies offset by this grant include, but are not limited to, Driving Under the Influence (DUI) checkpoints, DUI saturation patrols, distracted driving prevention, motorcycle safety, educational presentations, and pedestrian and bicycle enforcement operations. These strategies are designed to warrant media attention, thus enhancing the overall deterrent effect.
This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on September 7, 2022 and by Budget Management Officer Nader Kaamoush on September 16, 2022.
TIMING CONSIDERATIONS
City Council action is requested on October 4, 2022, to expedite use of grant funds.
FISCAL IMPACT
The City will receive grant funding up to $430,000 for the period of October 1, 2022 to September 30, 2023 from OTS. An appropriation increase is requested in the amount of $430,000 in the General Grants Fund Group in the Police Department, offset by grant revenue. This grant does not require any matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
