TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents and subsequent amendments, with the City of Los Angeles to accept and expend Workforce Innovation and Opportunity Act (WIOA) grant funding in an amount not to exceed $150,000 to operate the Harbor Gateway YouthSource Center in San Pedro, CA, for the period of July 1, 2022, through September 30, 2022; and
Increase appropriations in the Community Development Grants Fund in the Economic Development Department by $150,000, offset by grant revenue. (Citywide)
DISCUSSION
City Council approval is requested to accept and expend City of Los Angeles grant funding to operate the Harbor Gateway YouthSource Center and provide employment assistance and training to local youth ages 16 - 24, who are eligible for services.
Pacific Gateway Workforce Innovation Network (Pacific Gateway) operates the San Pedro-based Harbor Gateway WorkSource Center (Center) on behalf of the communities surrounding the Los Angeles Harbor under a contract with the City of Los Angeles. The Center functions similarly to other Pacific Gateway job centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs.
The City of Los Angeles notified Pacific Gateway that it would receive $150,000 in Workforce Innovation and Opportunity Act (WIOA) funding to operate the Harbor YouthSource Center and provide services to youth residents over a three-month span. The funding will continue to support the day-to-day operations of the YouthSource Center and the delivery of employment and training services to eligible youth residing in the Harbor, San Pedro area.
