TITLE
Recommendation to authorize City Manager to enter into agreements with the South Coast Air Quality Management District to accept grant funds to replace or retrofit on-road and off-road vehicles. (Citywide)
DISCUSSION
City Council approval is being requested to authorize the City Manager to enter into agreements with the South Coast Air Quality Management District (SCAQMD) to accept two grant awards. The first grant will partially offset the purchase cost of 35 liquefied natural gas (LNG) refuse collection vehicles, and the second grant will fund the retrofit of six diesel-fueled off-road vehicles with emission control devices.
On March 25, 2009, the City of Long Beach Fleet Services Bureau (FSB) submitted a grant application to the Mobile Source Air Pollution Reduction Review Committee of the SCAQMD, under the Local Government Match Program, for $875,000 to use toward the purchase of 35 LNG refuse collection vehicles. The City Council authorized the purchase of 18 LNG refuse collection vehicles on August 4, 2009. On April 30, 2009, FSB submitted a grant application to the Carl Moyer program, also administered by the SCAQMD, for funds to retrofit diesel-fueled off-road vehicles and equipment for $46,375. On November 6,2009, the SCAQMD Board of Directors authorized the recommendations to fund both applications submitted by FSB. FSB will coordinate the procurement of the needed devices and remaining replacement vehicles when authorization is received.
These projects will assist the City in complying with the air quality requirements to reduce diesel particulate matter and oxides of nitrogen emissions. Contract agreements generally run three years from the date of execution. All work must be completed by March 1, 2013.
