TITLE

DISCUSSION
City Council approval is being requested authorizing the City Manager to enter into an agreement with the County of Los Angeles through its Los Angeles County Sheriff's Department (LASD) for food services to be provided to individuals booked at the City jail facility. The scope of services in the agreement includes providing and delivering pre-packaged prepared meals for use in the City jail facility in accordance with the minimum nutritional, caloric, food preparation, and quality requirements mandated by the State of California.

The Police Department and the Purchasing Division are recommending the LASD for jail food services based on factors including: cooperation with common practices and procedures amongst law enforcement agencies, proximity and availability to the food services at the Los Angeles County Courthouse, which are provided by LASD, in emergency situations, unique variety in menu selections, and extensive experience in providing food services to inmates.

The Police Department and the Purchasing Division investigated procurement options and learned that the City of Glendale had completed a Request for Proposal (RFP) process in April 2009. The RFP was awarded to Los Angeles County Sheriff's Department of Los Angeles, CA. After thorough review, the Police Department determined that LASD meets and/or exceeds the City's requirements.
