TITLE
Recommendation to authorize City Manager to execute all documents with Wells Fargo to receive $25,000 in grant funds to support the Workforce Investment Network’s Hire-A-Youth program, and to execute any needed subsequent amendments. (Citywide)

DISCUSSION
The Workforce Investment Network (Network) operates the Hire-A-Youth Program (Program) as part of the Youth Opportunity Center. The Program delivers annual employment preparation and placement services to more than 1,000 young people, ages 14 to 24. Services address issues commonly faced by teenagers and young adults to prepare them to enter the workforce, and include work experience, internships, youth job fairs and employer recruitments, employment preparation and coaching, and job referrals to employers.

Last November, the Network submitted a proposal to Wells Fargo seeking funds to support and augment its on-the-job Hire-A-Youth workforce development training strategy. The Network was notified in December that it is to receive $25,000 in funding assistance to provide direct support for youth to engage in work preparation and readiness training, receive career counseling, develop worksite placement opportunities, and to provide training wages for participating youth.

The funding will be used to cover the work experience training costs of an estimated fifteen youth, with each working approximately 200 hours after completion of work readiness and related tasks.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on December 17, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on December 17, 2009.

TIMING CONSIDERATIONS
City Council action is requested on January 5, 2010 in order to facilitate processing of required documents.

FISCAL IMPACT
