DISCUSSION

City Council approval is requested to enter into a contract with Quality Office Furnishings, for the purchase, delivery, and installation of various office furniture components, including chairs, desks, and modular components for the Long Beach Airport (Airport).

 

On August 16, 2022, the City Council authorized the Airport to execute a new sublease for office space located at 4401 East Donald Douglas Drive.  The office space will allow staff from several Airport divisions, including Finance and Administration, Dispatch, and Access Control, to relocate from the historic terminal building.  The new offices are unfurnished and will require the procurement of furniture, including delivery and installation services.

 

The Airport researched procurement options and identified other agencies that had completed an open and competitive procurement process.  Airport staff reviewed the contract options and determined that Contract Number R191804 between Region 4 Education Service Center (ESC) and The HON Company, LLC (HON), and Contract Number 2019.001896 between the University of California (UC) and Kimball International Brands, Inc. (Kimball) through OMNIA Partners, offer the best value.  Both HON and Kimball do not sell their products directly but rather through authorized dealers that are independently owned and operated.  Quality Office Furnishings is authorized to sell and distribute HON’s and Kimball’s products and related accessories and services, consistent with the terms and conditions afforded to ESC and the UC, through OMNIA Partners.

 

City Charter Section 1802 provides an alternative procurement method by permitting the City of Long Beach (City) to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies.  This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on August 5, 2022, Purchasing Agent Michelle Wilson on August 1, 2022, and by Budget Analysis Officer Greg Sorensen on August 4, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt a Resolution and award a contract concurrently is requested on August 23, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $121,365, inclusive of a 15 percent contingency.  Sufficient appropriation exists in the Airport Fund Group in the Airport Department for this contract. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
