TITLE

Recommendation to adopt Specifications No. RFP PW22-042 and award a contract to Arcadis U.S., Inc., of Los Angeles, CA, for construction management and inspection services for the Belmont Beach and Aquatics Center Project, in a total amount not to exceed $6,505,000, authorize a 10 percent contingency in the amount of $650,500, for a total contract amount not to exceed $7,155,500, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (District 3)

 

DISCUSSION

City Council approval is requested to enter into a contract with Arcadis U.S., Inc. (Arcadis), to provide construction management and inspection services for the Belmont Beach and Aquatics Center Project (Project).

 

The Belmont Beach and Aquatics Center (BBAC) Project is a highly complex and specialized project, requiring technical expertise and dedicated resources to perform a third-party review of: the design and specifications; address biddability and constructability concerns; probable cost and time estimates; contract administration; quality assurance; budget; schedule and document control; inspection; Leadership in Energy and Environmental Design (LEED); and, commissioning compliance and general management of the construction of the project.  Bringing Arcadis US, Inc. onto the Project would ensure that these complex areas are addressed by technical expertise.

 

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on April 11, 2022 and 505 potential bidders specializing in construction management and inspection services were notified of the bid opportunity. Of those bidders, 62 downloaded the bid via the City’s electronic bid system. The RFPs were made available on the Purchasing Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned and women-owned business groups. On May 19, 2022 three proposals were received.  Of the three, none were Minority Owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were Small Business Enterprises (SBEs), and none were Long Beach vendors (Locals). Arcadis U.S., Inc. (not an MBE, WBE, SBE or Local), was the most qualified, responsive and responsible proposer. 

 

Project progress has also been progressing, and staff has recently achieved 70% completion on the Project design. Construction documents and plan check are anticipated to be completed by the end of 2022. Prequalification of general contractors is currently in process, and the construction bid documents are anticipated to be released in early October 2022. Final Coastal Development Permit approval is targeted for December 2022.

 

Local Business Outreach

 

To align with the City's outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the City’s electronic database to download bid specifications. Through outreach, 42 Long Beach vendors were notified to submit proposals, of which six downloaded and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on July 13, 2022, Purchasing Agent Michelle Wilson on July 11, 2022, and by Budget Management Officer Nader Kaamoush on July 14, 2022.

 

SUSTAINABILITY

 

The BBAC Project is designed to achieve Leadership in Energy and Environmental Design (LEED) certification. This contract includes the management, tracking and oversight elements for confirming that the construction contractor properly implements all LEED and commissioning requirements.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications RFP No. PW22-042 and award a contract concurrently is requested on August 2, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $7,155,500, inclusive of a 10 percent contingency. Sufficient funds are currently budgeted in the Tidelands Operating Fund Group in the Public Works Department. This recommendation has minimal staffing impact and is consistent with existing City Council priorities. Approximately six local jobs will be created associated with this recommendation. 

 

While sufficient funds are budgeted for the requested action, additional funding will be required to complete the overall BBAC Project. Staff continues to work on the plan to finance the overall construction of the project, and we expect to bring a financing plan to Council by the end of the year.
