DISCUSSION
City Council approval is requested to enter into a contract with Arcadis U.S., Inc. (Arcadis), to provide construction management and inspection services for the Belmont Beach and Aquatics Center Project (Project).

The Belmont Beach and Aquatics Center (BBAC) Project is a highly complex and specialized project, requiring technical expertise and dedicated resources to perform a third-party review of: the design and specifications; address biddability and constructability concerns; probable cost and time estimates; contract administration; quality assurance; budget; schedule and document control; inspection; Leadership in Energy and Environmental Design (LEED); and, commissioning compliance and general management of the construction of the project. Bringing Arcadis US, Inc. onto the Project would ensure that these complex areas are addressed by technical expertise.

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on April 11, 2022 and 505 potential bidders specializing in construction management and inspection services were notified of the bid opportunity. Of those bidders, 62 downloaded the bid via the City’s electronic bid system. The RFPs were made available on the Purchasing Division’s website at www.longbeach.gov/purchasing
