TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and all necessary documents, subcontracts, and any subsequent amendments including the award amount, with United Way of Greater Los Angeles, a 501(c)(3) non-profit organization, to receive and expend $50,000 for the Emergency Food and Shelter Program, for an estimated one-year period of November 1, 2022 through April 30, 2023, with the option to renew for one additional one-year period, at the discretion of the City Manager; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $50,000, offset by grant revenues. (Citywide)
DISCUSSION
The Emergency Food and Shelter Program (EFSP) is a federal program overseen by a local board of nonprofits and government organizations and administered by the United Way of Greater Los Angeles. Since its inception in 1983, United Way of Greater Los Angeles has helped distribute over $200 million in EFSP funding to organizations in Los Angeles County (County).
The Program’s purpose is to supplement and expand the work of local organizations combatting food and housing insecurity in the County through shelter services, rental assistance, meal programs, and other nutrition assistance.
On May 25, 2022, the City of Long Beach (City) was notified that the Los Angeles EFSP Local Board would recommend a grant allocation in the amount of $50,000, for the City, under Application Phase ARPA-R, to the National Board. The Health and Human Services Department (Health Department) will utilize the grant funds to provide food assistance, via food gift cards, to provide nutritional support to households experiencing homelessness. A portion of the funding will also be used to purchase food to be distributed to individuals during street outreach efforts as well as to those who visits the Multi-Service Center to access linkages to supportive services.
This matter was reviewed by Deputy City Attorney Anita Lakhani on July 9th, 2022 and by Budget Analysis Officer Greg Sorensen on July 15, 2022.
EQUITY STATEMENT
The City has incorporated the Equity Toolkit and strategies outlined in the Everyone Home Long Beach plan into this recommendation as requested by City Council. This recommendation will assist people experiencing homelessness in Long Beach by providing critical resources, including food, to continue efforts to end and prevent homelessness in the Long Beach community.
TIMING CONSIDERATIONS
City Council action is requested on August 2, 2022, to commence the Program as soon as possible.
FISCAL IMPACT
The City will receive funding in an amount not to exceed $50,000, for an estimated one-year period of November 1, 2022 through April 30, 2023. An appropriation increase of $50,000 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenues. No match or in-kind service mandate is required. Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating Fund, General Fund, or other eligible grant funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
