DISCUSSION

The All Children Thrive (ACT) Long Beach Initiative, housed within the Long Beach Health and Human Services Department’s (Health Department) Resource Connections Division, is extending its membership to include all organizations and collaboratives that support children zero through eight years of age, their families, and the professionals who support them. ACT will convene quarterly meetings to provide updates on immerging programs intended to provide positive impacts in the lives of children, provide trainings on best practices while working with children, and will establish a network of collaboration and coordination for those supporting children. ACT works to identify what is required for children in the City of Long Beach (City) to thrive and realize their fullest potential, while supporting existing resources and closing gaps for children who are disproportionately affected by inequities. By adopting the Accountable Community of Health (ACH) framework to support its mission and vision, ACT tackles the root causes that have led to the striking disparities that exist across the City. This framework has been vital to establishing ACT’s mission, vision, governance structure, community engagement model, and more. ACT receives some funding support through the California Accountable Communities for Health Initiative (CACHI). The Health Department serves as the backbone organization of ACT and its Steering Committee.

 

The Best Start Central Long Beach grant, provided by The Nonprofit Partnership, will support the implementation of the following ACT Long Beach goals

1.                     Increase the health of children at birth through eight years of age,

2.                     Improve children’s ability to learn successfully,

3.                     Ensure children grow in safe environments; and,

4.                     Support the social, emotional, and mental health needs of children and their families.

 

Funds will be used to cover the administrative costs associated with collaboration support, and resident engagement.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on July 12, 2022 and by Budget Analysis Officer Greg Sorensen on July 15, 2022.

 

EQUITY STATEMENT

The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020. This recommendation will assist Long Beach residents on strengthening and expanding referral pathways within a place-based community setting to ensure children identified with a delay or at risk of delay can effectively access appropriate and timely services.

 

TIMING CONSIDERATIONS

City Council action is requested on August 2, 2022 to allow the Health Department to begin the program as soon as possible.

 

FISCAL IMPACT

The City will receive funding in the amount of $25,000 for the All Children Thrive Program from June 1, 2022 to June 30, 2023.  An appropriation increase of $25,000 is being requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating Fund, General Fund, or other eligible grant funds.  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
