DISCUSSION
City Council approval is requested to enter into a contract with Elastec, Inc. (Elastec), to purchase an OMNI Catamaran boat for the Parks, Recreation and Marine Department (PRM). The vessel will be used for debris collection and removal in Alamitos Bay and Marina. The Elastec Omni Cat multi-purpose workboat unique design allows for a variety of pod systems to be positioned between the hulls of the versatile catamaran to perform a variety of waterway maintenance and marine tasks. The interchangeable pods allow for floating trash collection, quay wall and river walk wash down. When the deck plates are in place, the Omni Cat becomes a useful platform for conducting maintenance tasks. The Omni Cat is also small enough to maneuver into small spaces, such as boat slips, to collect debris.

PRM has similar OMNI Catamaran vessels in use for other operations and has found the design and function superior to any other commercially available option. Maintaining similar make and model of marine vessel allows for more efficient training, repair and service of the fleet. Elastec is the sole manufacturer of this type of unit in the United States. Purchase of this unit was approved in the FY 22 Adopted Budget.

City Charter Section 1801 requires that contracts for City of Long Beach purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process when authorized by a Resolution adopted by the City Council.
