October 31, 2024.  (Citywide)

 

DISCUSSION

City Council approval is requested to execute an amendment to Contract No. 34107 with Parsons Constructors, Inc. (Parsons), to extend the contract for an additional two-year period through October 31, 2024, to continue critical Project Labor Agreement (PLA) administration services for current projects. Parsons is currently providing PLA administration services to two projects, one of which will continue after the contract expires on October 31, 2022.

 

On October 6, 2015, the City Council awarded a contract to Parsons for as-needed professional PLA administration services, in an annual amount not to exceed $280,000, for a period of one year, with the option to renew for four additional one-year periods. The contract was extended through October 21, 2022 to allow Parsons to continue monitoring services for previously assigned projects, through completion.

 

The current projects administered by Parsons include Alamitos Beach Concessions, with an estimated completion date of summer 2022, and Long Beach Terminal Area Improvements Phase II, with an estimated completion in 2024. Parsons’ continued work on these projects is important for continuity. Parsons has not and will not be assigned to additional projects under this contract.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on July 6, 2022, Business Services Bureau Manager Tara Mortensen on June 28, 2022, and by Revenue Management Officer Geraldine Alejo on July 1, 2022.

 

 

TIMING CONSIDERATIONS

City Council action is requested on August 2, 2022, to allow for uninterrupted continuation of PLA monitoring services.

 

FISCAL IMPACT

The requested amendment will extend the contract term through October 31, 2024. The total not to exceed contract amount will remain at $280,000 per year and is budgeted in applicable projects across various departments. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
