Sewer Construction, Inc., dba SoCal Sewer & Water, of Signal Hill, CA, to provide full service, on-call plumbing maintenance, repair, and emergency plumbing services, to increase the annual contract amount by $116,000, for a revised contract amount not to exceed $625,000.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 36248 with So. Cal. Sewer Construction, Inc., dba SoCal Sewer & Water (SoCal), to continue providing full service, on-call plumbing maintenance, repair, and emergency plumbing services.  The need to expedite emergency plumbing services has increased more than anticipated.   

 

On March 15, 2022, the City Council approved a contract with SoCal for as-needed plumbing services for two years, with the option to renew for three additional one-year periods.

 

The City of Long Beach (City) has identified an increase in the sewer cross bore program resulting in the need for emergency sewer lateral inspections. This request will allow for continued response to emergency repairs and any other unforeseen projects. As required by the U.S. Department of Transportation regulations for gas distribution integrity management, the Energy Resources Department (Department) is actively engaged in identifying and repairing gas pipeline intrusions into sewer pipes at various locations within its service territory. This scope of work is consistent with the Department’s Distribution Integrity Management Plan.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on June 1, 2022, Purchasing Agent Michelle Wilson on May 26, 2022, and by Revenue Management Officer Geraldine Alejo on June 3, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 36248 is requested on June 21, 2022, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested amendment increases the contract authority with SoCal by $116,000, for a revised total annual amount not to exceed $625,000. Services will be primarily used by the Energy Resources Department and supported within current resources appropriated in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. This recommendation will provide continued support to our local economy by assisting in the preservation of employment for six full-time employees residing in Long Beach.
