TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any subsequent amendments, with Howmedica Osteonics Corp, of Chicago, IL, for the purchase of power medical gurneys, in an amount of $658,619, with a 10 percent contingency in the amount of $65,862, for a total contract amount not to exceed $724,481. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Howmedica Osteonics Corp, dba Stryker Sales, LLC (Stryker), for the purchase of 15 MTS Power Load Gurneys (PLGs). The PLGs are made to hold patients weighing up to 700 pounds and allow EMTs to lift the cots into the ambulance using foot controls, rather than lifting manually.
Stryker is the sole manufacturer of the PLGs. A competitive procurement process for the purchase of the Power-LOAD Cot Fasten systems is not feasible due to the proprietary nature of the equipment. The City of Long Beach (City) Fire Department’s custom-built ambulances can only support the Power-LOAD Cot Fastener, and Stryker is the sole manufacturer of this technology. The Department of Health and Human Services (Health Department) has been granted funds to support Public Health Response within Long Beach. Collaborating with the Fire Department, the Health Department desires to procure new EMT equipment to better serve the community. The purchase is entirely funded through the City’s Epidemiology and Laboratory Capacity (ELC) Expansion grant.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on May 12, 2022, Purchasing Agent Michelle Wilson on May 9, 2022, and by Budget Analysis Officer Greg Sorensen on May 18, 2022.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on June 14, 2022, to expedite the procurement and implementation of this equipment.
FISCAL IMPACT
The total amount of the contract will not exceed $724,481, inclusive of a 10 percent contingency. Sufficient funds are currently appropriated in the Health Fund Group in the Health and Human Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
