Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35877 with Yardi Systems, Inc., of Goleta, CA, to continue implementation of the Emergency Rental Assistance Program, to increase the contract amount to incorporate any additional funds received for the Emergency Rental Assistance Program by continuing the terms of the existing contract until all funds are expended but no later than September 30, 2023. DISCUSSION
City Council approval is requested to increase contract authority with Yardi Systems, Inc. (Yardi), to incorporate any additional funds received for Emergency Rental Assistance Program (ERAP) implementation and to continue assisting eligible renters who have experienced economic impacts due to the COVID-19 pandemic with rental and utility payment assistance.
The City of Long Beach (City) was previously awarded a total of $30.2 million in funds through the Federal Consolidated Appropriations Act of 2021 (HR 133) and California State Senate Bill 91 (SB 91) to assist low-income renters who have experienced economic impacts due to the COVID-19 pandemic. On February 9, 2021, the City Council directed City staff to reserve the State Block Grant amount of $16.4 million, conform the City’s program to the State’s ERA rules, and self-administer a local program combining the State Block Grant with the previously received $13.8 million federal allocation. These funds are known as ERA1, and on April 6, 2021, the City Council adopted Specifications RFP DV21-034 and authorized Contract No. 35877 with Yardi to provide an online portal and assist with program implementation for ERA1.
On October 12, 2021, the City Council authorized acceptance of an additional $34.3 million in additional federal and State funding, known as ERA2, and authorized an amendment to Contract No. 35877 with Yardi to expand program services to administer the combined $64.5 million in funds for both ERA1 and ERA2. ...
