Recommendation to adopt resolution in support of and authorizing an application to the State of California Energy Commission’s State Energy Program Grant for the Municipal and Commercial Building Targeted Measure Retrofit Program. (Citywide)
DISCUSSION
On October 8, 2009, the State of California Energy Commission announced the availability of up to $20 million per year in grant funds for the State Energy Program Projects. Funds will be made available for the period beginning February 1, 2010 and ending March 31, 2012. Grant awards, following a Request for Proposal (RFP) process, may be funded with a range of $2 million (minimum) to $20 million (maximum) per grant award. Eligible applicants include public, nonprofit or private organizations and the applicant is expected to partner with public and/or private entities to implement the program. The City of Long Beach is currently pursuing this and other energy-efficiency grants, making energy-efficiency retrofits to municipal buildings possible and saving money on the City's energy bills.
The grant is designed to provide funding for energy efficiency retrofits of nonresidential buildings and the energy consuming processes within these buildings, while providing jobs and training for entry-level workers and/or professional tradespeople. The grant funds will be used to supplement existing efficiency municipal retrofit programs provided by the American Recovery and Reinvestment Act 2009 (ARRA) through the Energy Efficiency Community Block Grant program (EECBG). The grant application is due to the State by November 30, 2009. Should the City receive the grant, implementation would commence February 1, 2010 and would end March 31, 2012.
