TITLE
Recommendation to approve the conversion of Henderson Avenue between 15th Street and Pacific Coast Highway to a one-way street, and request City Attorney to prepare the required amendment to Section 10.14.020 of the Long Beach Municipal Code adding the following new subsection:

“(Northbound) Henderson Avenue between 15th Street and Pacific Coast Highway.” (District 1)

DISCUSSION
The Department of Public Works received a request from the Community Development Department to evaluate the conversion of the segment of Henderson Avenue between 15t Street and Pacific Coast Highway from its current two-way operation to a one-way northbound operation. This street improvement project seeks to reduce illegal parking, enhance aesthetics and improve safety by providing new sidewalks where none currently exist, and adding angular parking along the east side of the street. The location of the proposed one-way operation is shown on the attached map labeled Exhibit A.

An investigation conducted by the Traffic Engineering Division concluded that the conversion of Henderson Avenue between 15th Street and Pacific Coast Highway to one-way traffic would achieve the above-mentioned goals. Furthermore, the new oneway configuration would have no significant adverse impacts on traffic circulation in the area or have an impact on the provision of other City services, since all adjacent streets are two-way operated.

The Traffic Engineering Division mailed notices containing the proposed parking layout plans and the corresponding conversion to a one-way street, to all of the impacted properties on the affected street segments. In general, the opinions expressed by residents responding to the mailer, have been in support of the proposal.

This matter was reviewed by Deputy City Attorney Amy Burton on October 26, 2009, and by Budget and Performance Management Bureau Manager David Wodynski on October 23,2009.
