TITLE
Recommendation to adopt resolution in support of, and authorizing an application with, Los Angeles County to apply to the Federal Health and Human Services Department for American Recovery and Reinvestment Act of 2009 (ARRA) Community Prevention and Wellness funding to provide Community Prevention and Wellness Services. (Citywide)

DISCUSSION
On September 17, 2009, the federal Health and Human Services Department announced the release of a Request for Proposals for over $650 Million in American Recovery and Reinvestment Act of 2009 (ARRA) funds for local health jurisdictions to provide community prevention and wellness services to increase physical activity, improve nutrition, decrease obesity, and decrease smoking. The City of Long Beach, through the Department of Health and Human Services, has been invited by the Los Angeles County Department of Public Health to submit a joint application for funding. The grant will only be awarded to up to 40 local health jurisdictions nationally, so participating in a joint application with Los Angeles County is beneficial to improve the City's opportunities for receipt of funding.

The grant is designed to develop local policies to improve the health and well being of local residents. The City's program implementation will be consistent with the overall application under development by the County, and will include interventions to decrease tobacco access to youth, improve access to healthy food and beverages for youth and, promote bike friendly business districts. The grant application is due to the federal agency by December 1, 2009. Should the County receive the grant, implementation would commence in March 2010 for a two-year term.
