TITLE
Adopt resolution making certain findings regarding the construction of certain public improvements with Downtown Long Beach Redevelopment Project Area Funds; and
 
DISCUSSION
Improving and enhancing public infrastructure has always been an important goal of the Long Beach Redevelopment Agency (Agency), particularly when those public improvements support private economic investment, result in increased job generation, or support the aesthetic enhancement of a specific area. On November 2,2009, the Agency adopted resolutions making findings regarding the construction of various public improvements in all the redevelopment project areas, including park expansion, streetscape improvements, and public art. To continue these enhancements, the Agency has identified the following important public projects planned in the Central, Downtown, and North Long Beach Redevelopment Project Areas:
 
Central Long Beach Redevelopment Project Area
 
·      Ocean Boulevard Median Lighting.
·      Pine Avenue Streetscape Improvement.
·      The Design District Streetscape Improvements.
·      Sunrise Historic District Improvements.
·      7th and Alamitos Improvements.
·      Alamitos Avenue.
 
Downtown Long Beach Redevelopment Project Area
 
·      Ocean Boulevard Median Lighting.
·      Pine Avenue Streetscape Improvement.
·      CityPlace Parking Garage Improvements and Upgrades.
·      American Hotel Sidewalk Repairs.
 
North Long Beach Redevelopment Project Area
 
·      South Waterfront Bike Path.
·      Orange Twist Landscaping.
·      Del Amo Railroad Embankment.
 
These improvements will further serve to support neighborhood and economic revitalization by eliminating blight, supporting private economic investment, enhancing the pedestrian environment, linking existing commercial corridors, and closing a vital gap in the City of Long Beach's bikeway system.
 
California Redevelopment Law provides that a Redevelopment Agency may, with the consent of the City Council, pay for public improvements, which are publicly owned either within or outside of a Redevelopment Project Area, if the City Council determines all of the following:
 
·      That the construction of such public improvements is of benefit to the redevelopment project area or the immediate neighborhood in which the public improvement project is located.
 
·      That no other reasonable means of financing the public improvements are available to the community.
 
·      That the payment of Redevelopment Agency funds for the construction of the public improvements will assist in the elimination of one or more blighting conditions within the project area.
 
Resolutions making the necessary findings regarding the construction of these public improvements with redevelopment funds from the Central, Downtown, and North Long Beach Redevelopment Project Areas are attached.
 
This letter was reviewed by Chief Assistant City Attorney Heather A. Mahood on October 20, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on October 22, 2009.
 
TIMING CONSIDERATIONS
City Council action is requested on November 10, 2009 in order to facilitate the design and construction of improvements.
 
FISCAL IMPACT
Total cost for these projects is unknown at this time. However, funding for the projects listed is included in the FY10 adopted budget of the Redevelopment Fund (RD) and Department of Development Services (DV). There is no impact to the General Fund (GP).
