DISCUSSION

The U.S. Department of Housing and Urban Development (HUD) Appropriations Act of 2009, provided HUD with Economic Development Initiative funds for certain special projects specified in the U.S. House of Representatives' Committee on Appropriations.
The Ramona Park Improvement Project was specified by the Committee on Appropriations to receive grant funding in the amount of $142,500. These funds were authorized through the normal annual federal appropriations process and are not part of the American Recovery and Reinvestment Act of 2009.

Ramona Park is a heavily used park located in north Long Beach. Excessive use of the freestanding restroom has resulted in increased maintenance costs for the Department of Parks, Recreation and Marine (PRM), and dissatisfaction among park users. The federal funds will be used to make improvements to the existing freestanding restroom facility, as well as to the park. It is anticipated that the HUD funding will completely cover the cost of the improvements. While the funds are specified in the Appropriations Act, HUD has requested that the City submit an application for the approved funds in order to receive specific project information, and also so that the project can be set up in their system. PRM will prepare the application, as requested, and manage the park improvements to completion.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on October 21, 2009 and Budget and Performance Management Bureau Manager David Wodynski on October 26,2009.
