TITLE
Recommendation to receive and file report on the status of Economic Development and Finance Committee deliberations on regulating medical marijuana collectives and cooperatives.

DISCUSSION
The issue of regulating medical marijuana collectives and cooperatives was referred by the City Council to the Economic Development and Finance Committee on August 4,2009.

The Committee has held two meetings on this issue, discussing reports from staff and the City Attorney's office and having numerous members of the public providing comment. There also have been several recent developments regarding the regulation of medical marijuana, including announcements by the U.S. Attorney General and the Los Angeles County District Attorney.

The Committee is working through the complexities of the issue and the legal and public opinions to craft a recommendation to address the need for regulations in the City.

As this is an issue receiving a lot of public attention, I would like to provide an update to the entire council on the status of the deliberations, prior to the committee recommendation coming back to the Council.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

Rae Gabelich
Councilwoman, Eighth District
