DISCUSSION
In 2007, the Gateway Council of Goverments agreed to the formation of a Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (Authority) for the purpose of pursuing grant funding related to water quality projects being made available at the state and national level. At that time, the City of Long Beach agreed to participate and appointed Deputy Director of Public Works/City Engineer Mark Christoffels as the designated representative to sit on the Authority's Board. The Long Beach Water Department also joined the Joint Powers Authority and designated Kevin Wattier as their representative on the Board.

The Authority's by-laws require that all appointments be renewed by the appointing authority every two years. Mark Christoffels has been an active member of the Board and provided valuable assistance in helping to secure and process the recent $10 million grant awarded to the Authority for the trash screen retrofitiing of all catch basins leading to the Los Angeles River within the Gateway Council of Governments boundaries. It is being recommended that Mark Christoffels be re-appointed for another two-year term.

This matter was reviewed by Deputy City Attorney Linda Trang on October 12, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on October 14, 2009.

SUSTAINABILITY

The Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority provides a valuable means for the City to pursue water quality related grant funding.
