DISCUSSION
In 1992, the voters of Los Angeles County approved Proposition A, which established a $540 million park and open space property assessment program to fund the acquisition and preservation of endangered wilderness lands, and to fund the rehabilitation and improvement of dozens of park and recreational facilities throughout Los Angeles County. The Proposition also created the Los Angeles County Regional Park and Open Space District (District) to acquire and improve park and recreation facilities. In 1996, the voters approved a companion measure to increase Proposition A by $319 million for additional projects. Through the two park bond measures of Proposition A, the City received more than $43 million to fund a wide variety of park projects throughout the city.
The City received $3,378,371 in specified Proposition A funds for the Westside Park Development Project, which funded improvements at Admiral Kidd Park and Hudson Park. These improvements have been completed and a residual balance of $45,715 remains. The Department of Parks, Recreation and Marine is requesting that the City Council request the transfer of $45,715 in residual funds from the Westside Park Development Project to the Silverado Park Improvements Project. This funding transfer will enable community center improvements at Silverado Park. Upon approval of the Resolution, the Los Angeles County Board of Supervisors will act to transfer the residual funds and approve the filing of an application with the District.
