DISCUSSION
City Council approval is requested to enter into a contract with Cummins Cal Pacific, LLC in the amount of $122,857 for the purchase and installation of eight Emission Control Devices for eight of the City's heavy-duty on-road diesel trucks.

These devices will be installed on eight Long Beach Gas and Oil and Public Works Department vehicles to be in compliance with the South Coast Air Quality Management District (AQMD) California Code of Regulations, Title 13, Section 2022 mandate to improve air quality in the region by reducing the amount of particulate matter emitted by these vehicles. These devices must be installed in order to prevent any State imposed penalties, and/or to avoid the removal of these vehicles from service.

The bid was advertised on July 17, 2009, and 14 potential bidders were notified; two are Woman-owned Business Enterprises (WBEs) , one is a Minority-owned Business Enterprise (MBE), none are Small Business Enterprises (SBEs), and three are Long Beach businesses. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Four bids were received and a public bid opening occurred on August 11, 2009. Cummins Cal Pacific, LLC, of Montebello, CA (not an MBE, WBE, SBE or local) was the lowest responsible bidder.
