DISCUSSION
The City of Long Beach Police Department recently received the Next Generation Click It or Ticket Program funding for $26,399 from the University of California, Berkeley Traffic Safety Center with funding from the State of California Office of Traffic Safety. The goal of the program is to increase seat belt usage statewide to 96 percent in 2010. Through the combined efforts of state and local law enforcement, seat belt enforcement campaigns will be conducted in November 2009 and May 2010. Funds will be used for overtime during the enforcements.
 
This item was reviewed by Deputy City Attorney Gary Anderson on September 21, 2009 and Performance Management Bureau Manager David Wodynski on September 22, 2009.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 20, 2009, to expedite use of the grant funds.
 
FISCAL IMPACT
The Next Generation Click It or Ticket Program is currently unbudgeted; therefore, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds.
