Recommendation to authorize City Manager, or designee, to execute all necessary documents, including two amendments to agreements, between the City of Long Beach and the County of Los Angeles to accept funding in the amount of $1,899,091 effective from the date of contract execution through July 30, 2010 to support local H1N1 Influenza Preparedness and Response Activities; authorize a sole source purchase order with the Long Beach Unified School District to support school-based vaccination clinic expenses in an amount not to exceed $20,000; and increase appropriations in the Health Fund

DISCUSSION
The Federal Centers for Disease Control and Prevention (CDC) has awarded the County of Los Angeles (County) funding for H1 N1 flu preparedness and response activities in with three focus areas. Focus area one is for Mass Vaccination and Accelerated Vaccination Planning in the amount of $605,593. Focus area two is for Surveillance and Response in the amount of $101,048. Focus area three funding is to provide financial resources for implementing a mass vaccination campaign and to address any remaining mass vaccination-related implementation gaps identified during Focus area one and two in the amount of $1 J 192,450. County funding will allow the Long Beach Department of Health and Human Services (Health Department) to create a sole source purchase order with the Long Beach Unified School District (LBUSD) in an amount not to exceed $20,000 to assist the Health Department with school-based flu clinics. LBUSD will be provided revenue to support security and clerical/data management associated with the activation of the H1 N1 school-based clinics. Since the H1 N1 vaccine is targeted to school-aged youth, it is prudent to provide these funds to have the LBUSD partner with the Health Department to offer the most expedited and efficient program.
