Increase appropriations in the Airport Fund Group in the Airport Department by $252,302, offset by Airport operating revenue.

DISCUSSION

City Council approval is requested to amend Contract No. 34491 with ABM Aviation, Inc. (ABM), to continue parking operations and management services at the Long Beach Airport.

 

On February 16, 2016, the City Council adopted RFP No. AP15-153 and concurrently awarded a contract to ABM for airport parking operations and management services.

 

The unexpected effects created by the COVID-19 pandemic significantly impacted parking operations. ABM was collaborative in its efforts to manage staff and reduce costs.  As passenger traffic recovers, ABM is ramping up staffing and returning to normal operations. Delaying a formal Request for Proposals (RFP) for one year, to ensure continuity of services without disruptions, will provide adequate time for staff to complete a new competitive procurement process.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on October 11, 2021, Business Services Bureau Manager Tara Mortensen on October 27, 2021, and by Budget Analysis Officer Greg Sorensen on November 1, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on November 16, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The total contract authority with ABM will not exceed $8,662,391. An appropriation increase of $252,302 is requested in the Airport Fund Group in the Airport Department, offset by Airport operating revenue.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  This recommendation will support the local economy by assisting in the preservation of employment for over 11 full-time and part-time employees
