TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including subsequent amendments, with Oshkosh Airport Products, LLC, of Oshkosh, WI, for the purchase of an Oshkosh Striker 6x6 crash response vehicle, with required accessories, on the same terms and conditions afforded to Sourcewell (formerly the National Joint Powers Alliance), for a total contract amount not to exceed $1,086,956, inclusive of taxes and fees; and
Increase appropriations in the Airport Fund Group in the Airport Department by $1,086,956, offset by funds available. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Oshkosh Airport Products, LLC (Oshkosh), for the purchase and delivery of an Oshkosh Striker crash response unit. There are three Oshkosh units currently deployed by the Fire Department to serve the Long Beach Airport. The oldest unit, a 1992 Oshkosh T3000, is used as a spare, and was purchased using grant funds at the time. The new Oshkosh Striker will replace that unit and one of the two current frontline units will be designated as a spare.
The Fleet Services Bureau and the Purchasing Division of the Financial Management Department researched procurement options for crash response vehicles and discovered other agencies had completed an open, fair, transparent, and competitive procurement process. The City reviewed the cooperative agreement options and determined that the contract between Sourcewell and Oshkosh provided the best value to the City of Long Beach (City).
Oshkosh was selected based on their competitive pricing and ability to meet the specifications as delineated by the Fire Department. Outreach was done to local airports using Oshkosh products to confirm the continued quality and adherence to Federal Aviation Administration (FAA) requirements. Oshkosh emergency response vehicles have been used by the City for many years, proving to be reliable equipment for this application. Standardization of this equipment is critical for operators and technicians to ensure proper response and minimal downtime to service the Airport.
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on October 20, 2021, Business Services Bureau Manager Tara Mortensen on October 14, 2021, and by Revenue Management Officer Geraldine Alejo on October 21, 2021.
SUSTAINABILITY
Emergency response vehicles are not currently mandated to comply with California or local air district emission standards. However, the Oshkosh Striker vehicle is equipped with a newer, clean diesel engine, which significantly reduces greenhouse gas, nitrous oxide, and particulate emissions.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on November 9, 2021, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total contract amount will not exceed $1,086,956. An appropriation increase in the amount of $1,086,956 in the Airport Fund Group in the Airport Department is requested, offset by funds available generated from Passenger Facility Charges (PFC) and general Airport revenue. Ongoing maintenance costs for this unit are estimated at $17,153 annually and are billed through the Fleet Services Bureau Memorandum of Understanding (MOU) process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. There is no local job impact associated with this recommendation.
