TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents and subsequent amendments, including amending the amount of the award, with the County of Los Angeles, to accept and expend grant funding in the amount of $150,000, for the Interjurisdictional Collaborative Program, for a period of one year, to begin on December 1, 2021 through November 30, 2022, with the option to extend the agreement for three additional one-year periods, at the discretion of the City Manager. DISCUSSION
The City of Long Beach (City) is a recognized leader in addressing homelessness in a systematic and coordinated way. The Interjurisdictional Collaborative Program is a Health and Human Services Department (Health Department), Homelessness Services Bureau (HSB) program that further enhances Long Beach’s approach to homelessness and establishes best practices and procedures for reducing the impacts of street homelessness.
This program increases the City’s capacity to incorporate multiple departments within the city and county to expand and enhance the expertise in responding to street homelessness. Staff members funded by this grant coordinate with various entities including Law Enforcement Assisted Diversion (LEAD), Priority Access Diversion (PAD), and Long Beach Metro. The City’s Fire, Police, Public Works, and Parks, Recreation and Marine Departments, and the City Attorney's Office are also a part of this program.
This grant will support and fund two existing positions, an Interjurisdictional Liaison, and a Homeless Resource Coordinator in the HSB to meet the goals and objectives of the grant, which include increasing interjurisdictional collaboration and engaging with the County of Los Angeles and other partners on posting, outreach, and cleanup activities.
