Increase appropriations in the Capital Projects Fund Group in the Parks, Recreation and Marine Department by $125,000, offset by a transfer of $125,000 from the Capital Projects Fund Group in the Public Works Department.  (District 3)

 

DISCUSSION

City Council approval is requested to enter into a contract with Katherine England for the design, construction, and delivery of three mosaic sculpture art pieces for the Red Car Greenbelt public park. 

 

The Red Car Greenbelt is a 3.66-acre park on the former Pacific Electric Right-of-Way, between Park and Ximeno Avenues. The original Red Car Greenbelt Park improvements were completed in March 2018. The original design for the improvements envisioned a location for a public art installation at the trailhead entrance on 4th Street and Park Avenue.  After additional required planning and procurement process to identify the artist, the public art installation at the Red Car Greenbelt is now ready to proceed. 

 

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on August 16, 2021, and 318 potential proposers specializing in the design and construction of public art were notified of the RFP opportunity. Of those proposers, 13 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 38 local, minority-owned, and women-owned business groups. Two proposals were received on August 19, 2021. Of those two proposers, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach vendors (Local). The selection committee determined that Katherine England, of Fullerton, CA (not a MBE, WBE, SBE, or Local), was the most qualified firm to provide the services.

 

The committee’s selection was based on the artist’s expertise and experience with comparable projects, method of approach, and reasonableness of cost.  The three mosaic sculpture art pieces proposed by Katherine England are inspired by the native flowers planted in the Red Car Greenbelt and are an improvement for public recreation at the Red Car Greenbelt.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download RFP specifications. Through outreach, four Long Beach vendors were notified to submit proposals, of which one downloaded and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on October 7, 2021, Business Services Bureau Manager Tara Mortensen on October 11, 2021, and by Budget Analysis Officer Greg Sorensen on October 21, 2021.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PR21-082 and award a contract concurrently is requested on November 9, 2021, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $100,000, for the design and construction of the mosaic art pieces.  The art installation is estimated to cost $25,000 and will be performed through a separate City contractor. This project is funded by $90,000 in one-time General Capital Funds and $35,000 in Local Measure A Funds. These funds are currently budgeted in the Capital Projects Fund Group in the Public Works Department and will be transferred to the Parks, Recreation and Marine Department.  An appropriation increase is requested in the amount of $125,000 in the Capital Projects Fund Group in the Parks, Recreation and Marine Department, offset by a transfer of $125,000 from the Capital Projects Fund Group in the Public Works Department.  Upon installation, maintenance of the art pieces will be the responsibility of the Parks, Recreation and Marine Department.  The ongoing maintenance cost is estimated at $1,500 per year and is currently unbudgeted.  During Fiscal Year 2022, funding for maintenance cost will be absorbed by existing appropriation in the General Fund Group, and will be requested by the Parks, Recreation and Marine Department as part of the Fiscal Year 2023 budget development process.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
