TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents, including any amendments, with the State of California, Department of Parks and Recreation, Division of Boating and Waterways, to receive and expend the Boating Safety and Enforcement Grant, in the amount of $90,000, for the period of October 1, 2021 to November 30, 2022; and

 

Increase appropriations in the General Grants Fund Group in the Police Department by $90,000, offset by grant revenue.  (Citywide)

 

DISCUSSION

The Long Beach Police Department (LBPD) was awarded the Boating Safety and Enforcement Equipment Grant in the amount of $90,000 from the State of California, Department of Parks and Recreation, Division of Boating and Waterways (DBW).  The DBW Boating Safety and Enforcement Equipment Grant Program provides resources to purchase equipment that promote boating safety and law enforcement programs.

 

Since 1999, the City of Long Beach (City) has been awarded grants from the DBW. These funds have been used for a variety of items including dive equipment and the replacement of engines for rescue boats. The current grant award of $90,000 will allow for the purchase of miscellaneous equipment that will enhance LBPD’s ability to provide law enforcement, search and rescue, and patrol services to the commercial and recreational boaters and various water activities in the City's marinas, the Port of Long Beach, and the Long Beach coastline.

 

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on September 15, 2021 and by Budget Analysis Officer Greg Sorensen on September 17, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on October 12, 2021, to expedite use of grant funds.

 

FISCAL IMPACT

The City will receive grant funding of up to $90,000 for the period of October 1, 2021 to November 30, 2022 to purchase equipment.  An appropriation increase is requested in the amount of $90,000 in the General Grants Fund Group in the Police Department, offset by grant revenue.  Operating, maintenance, and replacement costs for the equipment purchased with the grant funds will be absorbed, as needed, from the Department’s existing budget. The grant does not require any matching funds.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
