TITLE
Recommendation to increase appropriations in the Special Advertising and Promotions Fund Group in the City Manager Department by $2,261, offset by the Third Council District One-time District Priority Funds transferred from the Citywide Activities Department to the Office of Special Events and Filming for a community concert on October 3, 2021; and
Decrease appropriations in the Special Advertising and Promotions Fund Group in the Citywide Activities Department by $2,261 to offset a transfer to the City Manager Department.
DISCUSSION
Community concerts have become a staple of summers in Long Beach. As we have seen countless restrictions applied to community events and gatherings over the past sixteen months, the opportunity to host a community concert in our fantastic Long Beach Parks is an important way for residents to enjoy our city in a positive community focused way. The benefits community concerts have by creating an event for families, friends, and neighbors to spend time together, is an important part of community development and building neighborhoods. With these clear City priorities in mind, it is appropriate for the City to support this event.
As part of the Adopted FY 20 Budget, the City Council allocated $235,000 of Special Advertising and Promotions Fund Group (SAP) funds available to be divided equally between the City Council Districts to be used towards SAP-qualified special events or contributions, managed by the Office of Special Events and Filming in the City Manager Department. This recommendation is requesting that $2,261 of the Third Council District One-time SAP District Priority Funds be allocated for this special event.

FISCAL IMPACT
This recommendation requests the City Manager Department to provide support for a community concert scheduled for October 3, 2021. The total appropriation increase in the Special Advertising and Promotions Fund Group in the City Manager Department by $2,261 is offset by a decrease of appropriation of Third Council District one-time District Priority Funds in the Special Advertising and Promotions Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and is expected to have minimal impact on existing City Council priorities.
