DISCUSSION
City Council approval is requested to enter into a contract with Tetra Tech, Inc., to provide advisory consulting and hands-on technical and accounting services with respect to Federal Emergency Management Agency (FEMA) cost recovery and administration of American Rescue Plan Act of 2021 (ARPA) funds, as well as potential current or future federal, State, or other agency assistance funds.

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on May 27, 2021, and 851 potential proposers specializing in accounting and governmental consulting services were notified of the RFP opportunity. Of those proposers, 49 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups. There were six proposals received on June 8, 2021. Of those bidders, one was a Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), Long Beach business (Local), and none were certified Small Business Enterprises (SBEs).
