TITLE
Recommendation to authorize City Manager, or designee, to approve a fee waiver for the Seal Beach Yacht Club, in an amount not to exceed $5,000, for use of dock space in Alamitos Bay Marina for visiting/participating vessels during the 2021 Marina Del Rey “Outlaw” Regatta on September 3-5, 2021. (District 3)

DISCUSSION
The Marina Del Rey “Outlaw” Regatta is a yacht race from Marina Del Rey to Alamitos Bay. Seal Beach Yacht Club (SLBYC) is requesting fee waivers for approximately 20 participating regatta vessels for overnight reciprocal stay in Alamitos Bay Marina upon completion of the regatta. SLBYC has requested that dock fees, in an amount not to exceed $5,000, be waived for this event being held September 3-5, 2021.

SLBYC is currently adhering to all directives and guidelines regarding COVID-19. SLBYC will continue to cancel/postpone any and all scheduled club events in accordance with COVID-19 community response parameters. This regatta event spotlights boating and sailboat racing in our marinas. It will also generate additional tourism revenue for local businesses such as hotels, restaurants, grocery stores, boating supply stores, and other retail establishments. These benefits outweigh the revenue loss resulting from the waived dock fees. These events are consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach Marinas.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on July 28, 2021 and by Budget Analysis Officer Greg Sorensen on August 5, 2021.

TIMING CONSIDERATIONS
City Council action is requested on August 24, 2021, to reserve the required dock space in Alamitos Bay Marina for the events.

FISCAL IMPACT
