DISCUSSION
Housing Authority Commission approval is requested to enter into a contract with BDO PHA Finance (BDO) for providing accounting services.

The City of Long Beach (City) released a Request for Proposals (RFP) seeking a vendor to provide these services on July 13, 2020. BDO was the only firm to submit a proposal by the August 19, 2020 deadline. In an attempt to gain more responses, the RFP was resissued on October 28, 2020. Once again, BDO was the only firm to propose, and did so by the December 2, 2020 deadline. There are only a select few firms that can provide these specialized services for a large Public Housing Agency. BDO has a vast knowledge of Housing Authority accounting systems and has worked closely with Housing Authority staff for over five years.

The RFP was advertised in the Long Beach Business Journal on November 2, 2020, and 356 potential proposers specializing in accounting services were notified of the RFP opportunity. Of those proposers, 29 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing .
