DISCUSSION
This hearing is to review and adopt a revised Annual Plan and Five-Year Plan (Plans) as established by Section 5A of the United States Housing Act of 1937 (42 U.S.C. 1437 et seq.).
In 1998, Congress enacted legislation known as the Quality Housing and Work Responsibility Act, requiring each Housing Authority to complete an Annual Plan and to update and submit them to HUD prior to the beginning of the Housing Authority’s fiscal year. As a result of a ban on gathering during the COVID-19 pandemic, HUD issued a waiver extending the required submission date and requirement to conduct a Resident Advisory Board Meeting.
The Public Housing Agency (PHA) Plan is a comprehensive guide to public housing agency policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the Five-Year Plan, which each PHA submits to HUD once every fifth PHA fiscal year; and the Annual Plan, which is submitted to HUD every year by non-qualified agencies. PHAs that do not meet the definition of a qualified PHA are required to fully comply with all provisions of the PHA Plan including the submission of a five-year plan and annual plan. The Housing Authority of the City of Long Beach (HACLB) is not recommending any major changes to the administration of its affordable housing programs at this time.
