DISCUSSION

In November of 2002, Los Angeles County Measure B (Preservation of Trauma Centers and Emergency Medical Services; Bioterrorism Response) (County Measure B) was approved by voters.  County Measure B authorizes the County of Los Angeles to levy a special tax on structural improvements within the County to provide funding to support the countywide system of trauma centers, emergency medical services, trauma prevention, and bioterrorism response activities.  Bioterrorism response refers to activities undertaken, directly or through contract, or coordinated by the Los Angeles County Department of Health Services, to address the medical needs of persons exposed to bioterrorist or chemical attack.

 

The purposes of County Measure B is to: (1) avoid the life-threatening shutdown of the County's trauma network; (2) maintain and expand the trauma network countywide, while ensuring more timely response to critical and urgent medical emergencies; and, (3) respond effectively to biological and chemical terrorism.

 

On February 11, 2020, the Los Angeles County Board of Supervisors awarded the City of Long Beach Health and Human Services Department (Health Department) $488,696 to fund the leasing and construction of warehouse space to serve as a Local Distribution Site (LDS) using unallocated County Measure B funds from Fiscal Year 2019-2020 (FY 20).  On March 17, 2020, the City Council authorized an amendment to the lease agreement with the Long Beach Airport Hangar Owner, LLC, to expand the lease area at 3205 Lakewood Boulevard to include vacant hangar space to be used for the LDS.  Under that agreement, the monthly base rent is $26,144 with anticipated monthly operating costs estimated between $18,300 and $21,787.  These costs will be funded by County Measure B.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on January 20, 2021 and by Revenue Management Officer Geraldine Alejo on January 29, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on February 16, 2021, to execute a contract with the County of Los Angeles in a timely matter.

 

FISCAL IMPACT

The total County Measure B funding allocation will not exceed $488,696 for the period of July 1, 2020 through June 30, 2021 for the LDS leasing and construction costs.  An appropriation increase in the amount of $488,696 is requested in the Health Fund Group in the Health and Human Services Department, offset by reimbursement grant revenues.  County Measure B funding does not have a match or in-kind service mandate.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
