TITLE
Recommendation to authorize City Manager, or designee, to execute all documents and subsequent amendments, with the Los Angeles County Development Authority, (formerly the Housing Authority of the County of Los Angeles), to provide supplemental law enforcement services to the Carmelitos Housing Development, for an initial term of six months, commencing on January 1, 2021 and ending on June 30, 2021, with four, one-year extension options. (District 8)
DISCUSSION
The Long Beach Police Department (LBPD) has contracted with the Los Angeles County Development Authority (LACDA) for supplemental law enforcement services at the Carmelitos Housing Development (Carmelitos) since 1985. The supplemental services provide community policing resources in close collaboration with the staff at LACDA.
The new agreement will be for an initial term of six months, commencing on January 1, 2021 and ending on June 30, 2021, with four, one-year extension options, and may be terminated upon 30 days written notice. In the event of such termination, a prorated portion of compensation will be made for services provided.
The agreement will include the following:
• Two officers permanently assigned to work up to 40 hours per week performing community policing and intervention services.
• One sergeant to provide supervision and direction in identifying crime trends, quality of life issues, as well as community concerns, and will implement steps necessary to mediate the identified issues.
This matter was reviewed by Deputy City Attorney Sarah E. Green on November 30, 2020 and by Budget Management Officer Rhutu Amin Gharib on December 4, 2020.
TIMING CONSIDERATIONS
City Council action is requested on January 5, 2021, to ensure the agreement is in place expeditously.
FISCAL IMPACT
The maximum cost of services reimbursed under this new agreement will not exceed $239,266, which represents the initial six-month term from January 1, 2021 through June 30, 2021, and is budgeted in the General Fund Group in the Police Department. The expense associated with the agreement will be fully offset by reimbursement revenue from LACDA. Remaining hours not spent on this contract will be absorbed by the Police Department in regular patrol duties. There is a possibility this contract may be reduced in the future as LACDA addresses potential budget challenges. Charges for supplemental law enforcement will be adjusted annually on July 1, during the term of the agreement for cost increases. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
