DISCUSSION
City Council approval is requested to amend the on-call contracts for environmental, planning, affordable housing, and community engagement consulting services to increase the annual aggregate amount by $600,000, for a revised total annual aggregate amount of $4,600,000.
On March 5, 2019, the City Council adopted Specifications No. RFP DV19-007 (RFP) and awarded contracts to qualified firms to provide on-call environmental, planning, affordable housing, and community engagement consulting services for the Department of Development Services, for a period of two years, with three one-year renewal options, for a total annual aggregate amount of $4,000,000.
Since the original adoption of the RFP, the Department of Public Works identified additional needs for the specialized services provided by these on-call firms for critical projects, including bird nesting surveys at the old City Hall, the Belmont Pool Revitalization Project, the El Dorado Duck Pond Restoration Project, the El Dorado Lakes Monitoring Plan, and other services related to the preparation and provision of reports to the California Coastal Commission and other regulatory agencies. City Council approval is requested to amend the contracts to accommodate these additional needs and any possible future change orders.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on October 15, 2020, Business Services Bureau Manager Tara Yeats on October 20, 2020, and by Budget Analysis Officer Julissa José-Murray on October 23, 2020.
TIMING CONSIDERATIONS
City Council action is requested on November 17, 2020, to ensure amendments are in place expeditiously.
FISCAL IMPACT
The annual aggregate contract authority for on-call environmental, planning, affordable housing, and community engagement consulting services will not exceed $4,600,000. The requested amended contract authority is based on current and anticipated projections within various City departments, primarily the Public Works Department. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. Sufficient appropriation to support additional contract authority is budgeted in the General Fund Group and the Capital Projects Fund Group in the Public Works Department. Each workorder will be funded by the requesting department, per project, on an as-needed basis. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. Approval of this recommendation would potentially have a positive impact on the local job market.
