DISCUSSION

City Council approval is requested to enter into a contract with GHD, Inc., a consultant for engineering design services related to the Artesia Great Boulevard Project (Project).

 

The Project will implement a series of complete street improvements along the three-mile length of Artesia Boulevard, from Harbor Drive to Downey Avenue.  Artesia Boulevard is a regionally-significant east-west arterial carrying high volumes of through traffic, as well as traffic from surrounding neighborhoods and large trip generators. The improvements are necessary to enhance capacity and improve operational efficiency, transit accessibility/convenience, safety, channelization of traffic, drainage issues, and calm traffic. The existing 18-foot wide median on Artesia Boulevard will need to be modified to accommodate the capacity enhancements required along the corridor. Considering the significant modification of the street surface, a complete street rehabilitation and resurfacing will be included as well.

 

Another significant component of the Project is Active Transportation Improvement along the corridor by improving bicycle and pedestrian facilities, enhancing safety and mobility by incorporating proper separation of vehicular traffic from bicyclists and pedestrians. The project will include significant signal improvement components, including installing fiber optic cable and other ITS-related systems. Several essential convenience and beautification-related components such as transit facilities, street furniture, street lighting, and landscape/irrigation upgrades are also included in the Project.

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on December 23, 2019, and 6,470 potential proposers specializing in engineering services were notified of the RFP opportunity.  Of those proposers, 97 downloaded the RFP via the City’s electronic bid system.  The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups.  Six proposals were received on February 13, 2020.  Of those proposers, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), one was a certified Small Business Enterprise (SBE), and two were Long Beach businesses (Local).  The selection committee determined that GHD, Inc., of Long Beach, CA (Local), was the most qualified firm to provide the services for the City based on the consultant’s wide range of experience and abilities expressed during their presentation of scope of services and overall competence.

 

This recommendation is to award a contract for design services.  Once the design is complete, and the procurement process for the construction portion will begin.  Staff will return to the City Council for the award of the construction contract.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on October 13, 2020, Business Services Bureau Manager Tara Yeats on October 20, 2020, and by Budget Analysis Officer Julissa José-Murray on October 26, 2020.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PW20-004 and award a contract concurrently is requested on November 17, 2020, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

Preliminary project costs for design are estimated at 2,269,451. Funding Agreement MR315.70 includes funds for the design of $2,269,451 with the balance $5,707,667 to be used for future project-related costs. Once design is completed, Public Works will return for approval of a construction contract and additional appropriations, if necessary, and will provide a revised estimate of total project costs. There is no match requirement for the design phase of the project.  An appropriation increase in the amount of $15,954,236 is requested in the Capital Projects Fund Group in the Public Works Department. Of this amount, $7,977,118 will be offset with Measure R and Proposition C reimbursement revenues received from Metro.  The remaining $7,977,118 is a technical appropriation to allow for the transfer of Measure R and Proposition C funds from the Capital Grants Fund, a fund within the Capital Projects Fund Group. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for three full-time employees residing in Long Beach.
