TITLE
Recommendation to adopt Plans and Specifications No. RFP PW20-004 and award a contract to GHD, Inc., of Long Beach, CA, for engineering design services for the Artesia Great Boulevard Project, in a total amount not to exceed $2,269,451, and authorize City Manager, or designee, to execute all documents necessary to enter the contract, including any necessary amendments;
Increase appropriations in the Capital Projects Fund Group by $7,977,118, offset by Measure R and Proposition C funds from the Los Angeles County Metropolitan Transportation Authority (Metro) (MR315.70); and
Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $7,977,118, offset by a transfer of Metro Measure R and Proposition C funds from the Capital Grants Fund. (District 9)
DISCUSSION
City Council approval is requested to enter into a contract with GHD, Inc., a consultant for engineering design services related to the Artesia Great Boulevard Project (Project).
The Project will implement a series of complete street improvements along the three-mile length of Artesia Boulevard, from Harbor Drive to Downey Avenue. Artesia Boulevard is a regionally-significant east-west arterial carrying high volumes of through traffic, as well as traffic from surrounding neighborhoods and large trip generators. The improvements are necessary to enhance capacity and improve operational efficiency, transit accessibility/convenience, safety, channelization of traffic, drainage issues, and calm traffic. The existing 18-foot wide median on Artesia Boulevard will need to be modified to accommodate the capacity enhancements required along the corridor. Considering the significant modification of the street surface, a complete street rehabilitation and resurfacing will be included as well.
