TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into an agreement with the State of California Office of Emergency Services for the temporary transfer of a Type III fire engine and related equipment. (Citywide)

DISCUSSION
As a result of the Governor’s Blue Ribbon Commission of the 2003 Fire Siege, the State of California Governor’s Office of Emergency Services (State), Fire and Rescue Division, purchased 40 Model 34 Type III fire engines for use by local fire departments throughout California. The Long Beach Fire Department (LBFD) meets the State’s training and staffing requirements and has been selected as a recipient of one of these engines. The fire engine is designed for the rugged terrain of wildland environments and can be used for all-risk events, emergency incidents, and disaster responses.

Under the agreement, the LBFD will provide personnel to staff the engine for mutual aid assignments throughout California. On such deployments, staff costs will be reimbursed in accordance with the existing agreement with the State. When not on a mutual aid deployment, the engine may be used for training and emergency responses within the City of Long Beach. The LBFD will be responsible for vehicle maintenance and the State will be responsible for all repairs exceeding $100.

TIMING CONSIDERATIONS
City Council action is requested on November 17, 2020, to expedite transfer of the equipment from the State.

FISCAL IMPACT
Maintenance and fuel costs are expected to be minor and will be absorbed within the existing General Fund Group in the Fire Department. The State will be responsible and cover any repairs exceeding $100 on the fire engine.
