TITLE
Recommendation to authorize City Manager, or designee, to execute a Facility Use Permit with the Long Beach Unified School District for use of the Central Facilities Center, for a five-year period, November 1, 2020 through October 31, 2025, with the option to extend annually after the end of the initial term, upon a determination by the City Manager, or designee, that the permittee has fully complied with the terms and conditions of the permit and is otherwise in good standing with the City. DISCUSSION
Since 1974, the City of Long Beach (City) has been providing services to improve family wellness at the following four geographically placed facilities:
• Central Facilities Center, 1133 Rhea Street
• North Facilities Center, 6335 Myrtle Avenue
• West Facilities Center, 2125 Santa Fe Avenue
• Miller Family Health Education Center, 3820 Cherry Avenue
In addition to City services, community-based services have been provided by a variety of local nonprofit agencies that occupy office space at these sites through Facility Use Permits (FUP). Agencies utilizing space at these facilities are required to be nonprofit agencies and must address a critical need at the local level. Space is provided on a first-come, first-served basis, based upon availability. All agencies must meet City insurance requirements.
The Long Beach Unified School District (LBUSD) has requested to enter into a FUP for space at the Central Facilities Center to provide childcare services to children of low-income parents for children ages 2 to 5.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on September 28, 2020 and by Revenue Management Officer Geraldine Alejo on October 1, 2020.
TIMING CONSIDERATIONS
City Council action is requested on October 20, 2020, to allow the FUP to begin November 1, 2020.
FISCAL IMPACT
The Facility Use Permits are granted at no fee or charge to the agencies. As the lead operator, the City is responsible for utilities and facility costs currently estimated at $42,301. The annual expense is appropriated in the General Fund Group in the Health and Human Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
